This one-day course is designed specifically for people who serve as the CHAIR or LEADER of Behavioral Intervention Teams (BIT)/Threat Assessment Teams (TAT) with a focus on creating and assessing the infrastructure of teams from A to Z including mission/goals, operating procedures, team membership, team training, community outreach, managing senior level expectations, resources, ethics, and conducting after action reviews.

BEHAVIORAL INTERVENTION TEAM (BIT) / THREAT ASSESSMENT TEAM (TAT) TRAINING

This three-day course is designed for those who are new to a BIT or TAT team, as well as seasoned professionals. Beneficial for staff in student conduct, dean of students’ offices, residential life, counseling, and police/public safety. The class will focus on understanding violence and threats including threats to self and others; threat assessment strategies; legal issues in threat assessment; team dynamics; documentation; the threat assessment process, identifying and working with at-risk students (food insecurity, housing insecurity, etc.) and the impact on those who do this work. Each day will involve application of case studies and dissecting lessons learned.

Ronnell Higgins is Chief of Police and Director of Public Safety at Yale University. He was recently selected as one of the “Most Influential People in Security” by Security Magazine. Chief Higgins holds a master’s degree from the Naval Postgraduate School Center for Homeland Defense & Security, as well as a bachelor’s degree in law enforcement administration from the University of New Haven. He is a graduate of the FBI’s National Academy and holds a certificate in law enforcement education from the University of Virginia. He successfully completed the Crisis Leadership in Higher Education seminar at Harvard’s Kennedy Graduate School of Education.

Anthony Callisto, Jr. has over 42 years of law enforcement and security experience, having recently retired as the Senior Vice President for Safety and Chief Law Enforcement Officer for Syracuse University (NY) where he led all law enforcement, security, fire safety, environmental health, emergency management, risk management, parking and transit services functions at the University. Prior to joining Syracuse University, Tony also retired as Chief Deputy for the Onondaga Sheriff’s Office in 2006, where he served twenty-five years.

Sheriff Todd Baxter is a 35-year veteran of law enforcement. Elected to Monroe County Sheriff in November 2017, Baxter is the 49th Sheriff of Monroe County. An organization 1,100 members strong, MCSO is comprised of five bureaus to include Police, Jail, Court Security, Civil and Staff Services. Baxter served 22 years with the Rochester Police Department and served four years as Chief of Police in the Greece Police Department.

Chief Michael Lefancheck leads the Village of Baldwinsville Police Department, where he has served for over 36 years, the past 15 years as the Chief of Police. Chief Lefancheck is a Past President of the New York State Association of Chiefs of Police, and he presently sits on the Board of Directors for the International Association of Chiefs of Police (IACP) and the Central New York Association of Chiefs of Police. Additionally, he serves as the Chairman of the IACP’s State Association of Chiefs of Police (SACOP) North Atlantic region. He has instructed extensively throughout his career, which included being part of the faculty of the Central New York Command Course, hosted at Syracuse University. He holds a degree in criminal justice and is a graduate of the FBI’s National Command Course and the University of Arkansas Rural Executive Management Institute.

Program /Curriculum Overview: Workbooks and course completion certificates will be provided to all attendees. The curriculum will include case studies, role plays and small group work activities. The curriculum is designed for all police and public safety administrators, command staff and supervisors. New and aspiring leaders are also welcome! Special topics to include; Applying the Law Enforcement and Public Safety LENS to Leadership, Transitional & Change Management, Crisis Leadership/Media Relations, Hiring, Training and Retaining your Personnel, Managing Workplace and Campus Liability, The Changing Workplace: Navigating the Generational, Racial and Cultural Differences in the New Workplace, and Managing Complaints
